I think because pirates have wee little boats and cargo boats are just out of their reach! Hahahaha!
This sounds very social studies, and I’m sorry I saw this question late. Well, I think that the government probably enforced some laws and stepped up measures to capture the pirates so the piracy problem wasn’t so bad, and then they became a prosperous port. OR ELSE, they’d have negotiated with the pirates, which isn’t something that the Singapore Government would do anyway, so I believe it is the former reason. :)
